New Study Reveals Significant Decline in Youth Cannabis Use
According to preliminary results from the 2024 Drug Trends Study (MoSyD), cannabis consumption among Frankfurt youth has reached historic lows, providing crucial insights following Germany’s partial cannabis legalization.
"Based on initial analysis from the 2024 Drug Trends Study, only 22% of youths aged 15 to 18 have ever tried cannabis," stated the Frankfurt City Council. "This represents a 50% reduction over the past decade, marking the lowest levels recorded since the study began in 2002."
Prevention and Support: Frankfurt’s Successful Approach
Elke Voitl, head of the Department of Social Affairs and Health, emphasized Frankfurt’s strategy:
"We've strengthened prevention and counseling services, particularly aimed at educating youth and offering support around cannabis use."
Germany’s Phased Cannabis Legalization Model
Germany initiated the first phase of the CanG law on April 1, 2024, allowing adults to cultivate, possess, and consume cannabis for personal use. From July 1, 2024, adults will also be able to apply to form non-commercial cultivation associations.
The forthcoming "Pillar 2" involves regional pilot projects for regulated recreational cannabis sales, with 49 applications submitted despite administrative delays.
Did Legalization Increase Youth Consumption? Quite the Opposite
Despite initial concerns, data indicates legalization has not encouraged youth cannabis use. Professor Bernd Werse, responsible for the study, clarified:
"Fears that partial legalization would lead to increased adolescent use have not been confirmed. According to our representative survey, all consumption figures have declined—in lifetime prevalence, current, and frequent use."
He further noted:
"Since the coalition announced plans for partial cannabis legalization in late 2021, youth prevalence has steadily decreased, continuing even after the law’s implementation. Far from sending a ‘wrong message,’ legalization coincides with reduced youth consumption."
Education, Dialogue, and Regulation: Pillars of Effective Cannabis Policy
Oliver Müller-Maar, interim head of the Drug Department, highlighted the comprehensive approach:
"We welcome that adult partial legalization hasn't resulted in increased usage. Our priority remains education, dialogue, and destigmatization of users."
Frankfurt's Health Minister Elke Voitl concluded:
"Decriminalization and controlled distribution allow better access to users and risk reduction. The goal remains responsible cannabis consumption, balancing health protection and social realities."
